i have an HP pavillion laptop with an s video connection, can i just buy an s video cable to connect to a tv?

Yes, you just need to make sure that the TV has an input for S-Video. Also, once it is connected, you need to enable the tv as a second "monitor". This can be done in the control panel under Display.

i guess you a need to buy a device called TV tuner that way you can hookup the laptop.... thats what i did and i wasnt happy

yes, provided your tv has s video input. but you will only get video, no sound unless your laptop also has sound output.
