'Tally Ho' was originally called by fox hunters as they went in for the kill. It was taken over by air force pilots as they went in to combat. The phrase 'So Ho' was called by deer hunters as they went for the kill. The area of London called Soho is named after this, since in medieval times it was a forested area where the monarch hunted. So both 'Tally Ho' and 'So Ho' are war cries, of a sort.

It's another way of saying "we're off!" It was originally used by fox hunters in England to start the hunt. My husband claims it really means "count the hookers," though.
