The benefit system (I presume you mean in the U.K) is split into Non-means tested (i.e. N.I. Contribution based) and Means Tested Benefits.
In order to claim a Non-Means Tested benefit you MUST have 52 times the lowest earnings limit N.I. Contributions in BOTH the previous 2 tax years prior to the year of claim. So that using 2006 as the claim year (which commences in January) the previous two tax years (April - March) would be April 2003 - March 2004 and April 2004 - March 2005. If your N.I contribution record is deficient in these two tax years you will not now be eligible for an N.I. Contribution based Social Security benefit.
This does not mean however that you are not entitled to some Social Security benefits - it is dependent on which benefit in particular you intend making a claim for and whether such benefit is an N.I. contribution based benefit.

I am in Europe, U.K. national. If you are away from Europe, you don't apply for any benifits. but yes there is help for all types of cases. The U.K. is one of the best for this but you have to be megger patient and know where to go, try citizens advice buro. and also there is a link into Blackpool social security just look it up on Google under social secuity advice. my advice don't go out of Europe. unless you have a good paying job, with links back to Britain

Yes you can, its a really complicated system but you will be entitled to means tested benefits (not contributory, non-means tested as you have to have paid N.I for more than one year.)
Assuming you are single with no dependant children, able to look for full time work so on...
Should be entitled to either income support or Job seekers allowance (income based)
Housing benefit and council tax benefit.
(There are other benefits available depending on your circumstances such as social fund, but they are really complicated.)
Go to CAB for advice.

yes, u can stil get benfits, until youre contributions run out...you can also register to pay voluntary NI contributions whilst abroad..
