Probably the same for every other race's problem with education, no one is being held responsible. I think it is a combination of the teachers and students, but mostly I blame the parents. Maybe there is a problem with the language barrier between the parents and their children's' homework. This language block would make it hard for parents to help their children with their homework.
Most children, regardless of race, who are failing at school, are doing so because of lack of interest from their parents. Education needs to start at home and be encouraged from home. A lot of parents feel that school work is the responsibility of the teacher. While this is true, parents have a vested interest in seeing their children succeed.
Maybe some Hispanic children do not see a future in secondary education. Maybe their families would rather have them go to work to make money for the family. This is how it was for White families until the Depression forced a lot of children out of work to make room for unemployed men. Over time the numbers will change as individual Hispanics go on to set an example for future generations. An example that shows how earning a good education can open many more doors than not earning one.

This is simply my opinion, mind you.
The main cause for the Hispanic graduation rate problem in Texas is the influence that Mexico's monopolistic system of government has across its population, which spawns a wealthy upper class and a poverty-stricken lower class. When this mindset comes in contact with the American Middle Class lifestyle, wealth is misinterpreted, and set as the pinaccle of good-living.
This "pinaccle" can be easily afforded, however, so graduation doesn't have an inherent meaning.
The system of female servitude plays an influencial role as well, since female servitude leads to early rates of pregnancy, and, economically speaking, to a decreased earning range when paired with those mindful to delay pregnancy because the attitudes towards women are set higher.

no child left behind = all children left behind
it has been shown time and time again that most hispanics learn more effectively in groups and more close nit environments. the whole standardized test thing doesn't always show the true knowledge that someone has. without giving these students a place that they can learn effectively they will not succeed in school.

we are dealing with so many recent immigrants or children of recent immigrants.... and don't get me started on illegals..... and they come here uneducated and lacking a proper appreciation of education. We also lower the standards for them. If they want us to educate them, which out of our decency we are willing to do, then they should first aquire our language then be place with others of the same educational level, and proceed from there. It may not be able to happen, but that is the only way it could

It probably has something to do with the consistent decline of education in this country. Not just among hispanics, but among white, black and indian folks as well.
Just because they do not speak our language does not mean these people are stupid. And they work far harder then any American does.

main problem is they jump the fence from mexico come here and have u been to mexico its a 3rd worrld craphole theres no education americas supposed to let in the brightest people from all over the planet not people who are lucky if they have a 6th grade education

A lot of the problem has to do with a condition called Ocixem.
Its a native condition which affects how they see things, and it makes it difficult for them to learn.
