The first stage to building anything is to figure out what you want. This is called the planning stage. The first part fo the planning stage is to ask questions. lots of questions. Heres a few to get you started:

There are many things that can be used to create a holding cell, so it depends a great deal on what you are attmpting to hold. In this case you've indicated 1 person, which I assume you mean a living, breathing person. There are a few other factors to consider.
How much effort are they prepared to take to attempt to break free?
Are they likely to attempt suicide?
How much contact do you want the cellie to have with people and things outside the cell?
All of these, and many more, contribute to the type of cell you want.
Is it strong or weak or virtual?
is it padded, or soundproof, or made of bars or crosshatching, or lasers or walls, or is it a mental cell (created and maintained with the cellie believing they are in a cell)?
Is it long term or short term?
Does the cellie need toiletries, food, showering and sleeping arrangements inside the cell?
Will the cell be subject to weathering?
Add to this as many others as you can think of.

The next step to the planning stage is answer the questions as accurately and thoroughly as possible, paying particular attention to the materials that would be used to create the object.

The third step of P stage is to establish a source for the materials required to create the object, and verify it is financially feasible.

The fourth step of P stage is to establish a 2 locations. The building location and the establishment location. These 2 are often 1 and the same, but the building area is almost always 2 or more times the size of the finished product.

The fifth step of P stage is labour, also called human resources. Who is going to build it, how long is it going to take, etc, etc.

I'm bored and tired. There are about another 20 or 30 steps to the planning stage, and i've skipped a few, but this was just to give you an idea of the size of the project your asking people to answer you on, and to give you somewhere to start.

Remember, a cell can be just about any lockable cage or box, so your not confined to the concept of solid steel jail cell bars and the like seen in prisons (unless thats what your trying to replicate).
