There is no fool proof way, like any transaction in life.
However you can try to minimise the risk by ensuring that before you input any personal details the site has shows https:\\ and a lock will appear either at the top or the bottom of your browser.
On Ebay, PayPal is the safest route but you are probably better off going for a person as listed in the same country.
A credit card is the safest means of payment on the net itself as in some countries (like the UK and US) if you spend over a certain amount the transaction is automaticaly covered, however do check this with your own countries consumer advice people.
Also if it looks too good to be true it probably is.

If you pay through paypal, you're safe.....the seller will not know your credit card info....they will get paid through paypal. It's very safe and easy. I would be leary about giving my CC number out to just someone over the internet. Paypal is safe though so buy from a seller who accepts paypal.

Try sites such as CNET.com, BI.RATE.com, NEXTAG.com to search for products and look at store ratings. Also, the BBB (Better Business Bureau) is a organization that give their approvals to safe sites. not sure on that one, i use ebay, and there always wanting me to ship before payment, so thats a total scam, use ebay, and pay THREW ebay with Paypal, safest way.
