Neither. I grew up in the Midwest (southern Illinois) and moved to the west coast (southern California) in January of this year. From my observations, the Midwest is becoming a west-coast wanna-be culture. The kids and adults are trying to match the materialism and general lifestyle of what they see on TV... though often on a much lower budget and mostly by shopping at Walmart and the occasional shopping mall.
If you mean "laid back" in terms of not up in arms about political, social, and religious issues, I'd say they're also about the same. In suburban California, there are more outspoken liberals, but there are also a lot of outspoken conservatives... although the conservatives out here are much wealthier and mostly support the conservative agenda because of the tax breaks for the wealthy, not the religious issues.
In terms of general "niceness," the nicest people I've met have been in California. The rudest I've ever met were all in the Midwest. In general, small rural communities (often found in the Midwest) tend to be nice to everyone until you prove to be different from them on key issues, such as religion. After that, they become very rude and unwelcoming. I've seen several families quickly move out of town after striking a wrong cord with the locals. In the more urban areas of California, if someone doesn't like you, they simply avoid you. These areas don't have the tight-knit community that allows large groups of people to ostracize "different people." Therefore, I guess you can say the west coast is more laid back... if you stick to the urban areas. However, the individual people can be just as opinionated, friendly, hateful, etc...
Honestly, though, there's laid back people everywhere. You just have to find them.

Living in the Midwest in Michigan and having gone to California a few times I find that people out west seem to be in more of a rush. People are friendlier and more laid back in the midwest.

i don't know anything about the midwest but i live in california and it depends on which part of california you are talking about.
the suburbs are pretty laid back but the big cities (San Francisco and Los Angeles) are busy and hectic.
i love the bay area. i think people are nice and friendly there but la people are not as nice. probably because they have to deal with horrific traffic every day =P

Well, living in California for two and a half years, I noticed that 1) The kids were rude and snotty, 2) So were many of the adults, and 3) People were always in a hurry.
I was born and mostly raised in WA state, and most people there are pretty cool.
When I lived in Oklahoma (for a year, from 2000 to 2001), most people there were really nice. They gave me strange looks; I stuck out like a sore thumb there, with my bell bottoms, love beads, and gauzy peasant shirts, LOL. But the people were still nice.
I'd say it's about the same. Except Washington is now being overrun by Californians, lol.

people are the friendliest in NE, but IL, Missouri, etc. are much friendlier than those in ca. plus, all the chicks in ca have fake t*ts, nose jobs and bleached hair. all the guys are either gay or still in the closet.
