I asked "BESIDES divine rulers", but all the answers so far are kings, pharoahs, emporers, etc. Has there ever been an average Joe besides Jesus that has claimed to be God and got a good number of people to believe him?

I heard from someone that in India there were many people walking in the streets and being worshipped as God. I was told that there was a man, all the time naked, and had a group of worshippers. This can be a minor kind of religion, and that man their God. Since he's a God, no one was able to talk to him.

And, yes, that's an ordinary man, a man that could get a penalty for the look of his face, if he wasn't a God.

Well, the emperor of Japan was considered divine prior to the end of WW2. Of course in the Shinto system he was one of 8 million or so gods, so it's a little bit different from the being a monotheistic God.
