First step is to go to court and have a judge decree that person needs to pay you.
If they don't pay up then, go back to court and the courts will order money held back form their pay and sent you you until the money owed is returned.

You can't garnish someone's paycheck....only a court can do that. First, you'd need to get a lawyer and file a lawsiut. If they're in default om the lawsuit should you win, then you can ask the court to garnish.
