your argument or logic is that Clinton could not preform any act while the impeachment went on.
That F'en crazy.
The impeachment was a farce, republican theater, all they did was distract the president from his work.
Be cynical all you want, but Kosovo was the right thing to do regardless of the republican impeachment theater.

You're incorrect. Clinton bombed Iraq around the same time as his impeachment.
The aerial bombardment of Kosovo occured after the Senate acquitted him.
