Depends on what you are planting there. Some plants need different PH levels then others. Manure and Compost are usually the generic way to go, but knowing more about what you are going to plant will help pick out something better.

Natural compost...and NEVER till it after the first time. Only turn over the top soil and replace with more compost.
It's organic and really cheep and easy.
