A monster who hasn't learned to use proper grammar certainly would not understand the value of sharing. If he just had a little more patience with himself, he might find proper communication skills would help his progress with his friends, like maintaining his friendships and giving as well as receiving gifts.

If "Me Want Cookie" became "I would like a cookie" other people might not react so defensive around him. And he, in turn, might not feel badly if they said "no".

One, ha ha ha ha!: He's blue. Could be a symptom of depression. Poor withdrawn monster may not have the social motivation to reach out to others.

Two, ha ha ha ha!: Some puppeteer has a hand placed quite directly up poor Cookie's back-end, which I daresay would distract even one so focused as the Count from such things as charity and fellowship.

Three, ha ha ha ha!: He's a greedy ******. Always has been, really. Some day...me and Snuffy should go stomp his cookie-hordin' ***. Maybe we'll kick Oscar's can, too, just because.

Would you share your cookies when your whole purpose in life is to devour round shaped discs of baked dough covered in sugar? It's not like anyone else shares that kind of devotion.
