NBC treasure hunters game?

Question

These nine clues don't make sense to me. The picture in the water looks like capitol building or library of congress. Does anyone have an idea?

The capitol building has a reflection pool ."Look on the water for it is inspiration" is that for the last challengeor for where the treasure is found?

Most people think it's the Star Spangled Banner on display at the National Museum of American History. Others think it is the Constitution, which is displayed at the National Archives. I also saw a reference to USS Constitution, "Old Ironsides", the ship which is in Boston. Who knows!
