All three are Progressive bands, but in completely different ways. Pink Floyd took a Progressive approach to Classic Rock, Tool is Progressive in a Metal motif, and Raidohead is Progressive in an Alternative environment... sort of. It's extremely hard to compare any one to any other, really - the songwriting is in no way the same for each artist. Progressive is a catch-all term for any band who progress their sound, write long and involved songs, write mystifying or dense lyrics, and/or experiment with tonality, time signatures, and instrumentation and techniques that defy the mainstream. Pink Floyd tended towards concept albums and long-winded songwriting, while Tool jam in bizzare time signatures and play complicated phrases that make my drummer friends grin, and Radiohead change their sound with every album and have fun with sonic texturing, being a band with three guitarists, all three of whom play at least two instruments.

It's not so much a matter of which one is 'better', per se, considering that each one has wholly different merits. It's more a matter of personal preference. Personally, I've enjoyed Radiohead the most out of all of them, though this is an unfair thing to say. I have not had nearly as much exposure to Tool, and own only three of the 'important' Pink Floyd albums, but in contrast, own all 6 Radiohead studio albums, some live albums and bootlegs, and several CD singles and EPs.
