Good question! I think that it is because they have an insecurity about themselves. If they don't think that they are "cool" enough they make themselves into a persona that they think would be.

This is correct statement as most of the people set the goals high on talking and when it is action time they go low.
This happens because every body wants to speak smart and look intelligent in knowledge but afraid of doing the same.
It can be solved if people write on paper what they are saying then they will stick to that , I think!
I don't know whether it work or not.
