i'm not sure if it's safe since i'm not supposed to give my baby anything else but milk

Infants do not yet have a mature immune system and I would very STRONGLY advise against you giving your infant anything other than breastmilk or formula without prior approval from your baby's pediatrician.
Having said that - your baby's health is too precious to be trusted to people online that you do not know and who may not have the knowledge or medical training to give you accurate answers. Take care of your little one and check with your Dr. about the tea please - or anything else aside from breastmilk/formula :-)

At 3 weeks you should be giving your baby only formula or breast milk (or a combination of the two). Anything else that you give your baby needs to be approved by a physician.

get some catnip tea bags at the healthfood store. then when you make the formula for the baby just drop the tea bag in the warm formula and let it steep like you were gonna make regular tea. it is very safe and it is used a lot. it also has a calming effect on the baby.

Why do you want to give baby catnip tea? Is she having trouble sleeping? Just add a scoop of baby mixed grain cereal to her bottle when you feed at night and it will help her sleep right through.

You should definitely not give anything to your baby without asking your doctor first you don't want to take a chance and rely on the opinions of others and then be wrong...its better to be safe than sorry...call and ask your pediatrician.
