yes if you have a suspended license in one state you will not be able to get a drivers license in another state until your suspension has been lifted.

you have to wait til the suspension is lifted: OR you can do what the illegals from mexico do get a new ID and get a license that way BUT since you are an American they will imprison you if you are caught. The ability to drive is a priviledge not a right so either abide by the rules or get new walking shoes cause driving without a valid license will get you a jail sentence

You'll have to settle that in New Jersey. Just because you move doesn't make it go away.

States vary in their laws as well as DMV, so I would check with DMV in Penn to see what and whpo you have to contact, it will depend on the reason? if it was for drunk driving, speeding etc they will do a nationwide DMV search before they issue you a license in PENN.

It's like you commit a crime one place then move to somewhere else it doesn't go away.

yes, most likely. You will have to prove that your license was reinstated in Jersey, or if PA does allow a license in their state your suspension in Jersey may not meet PA standards
