The best routes to take are to research the process of starting a business as well as the industry you're interested in.
I recommend checking out the SBA, Entrepreneur, The Start Up Journal & Nolo. All 4 are great informational resources for the new/small business owner. I posted links for you in the source box.
Associations may be a good avenue to explore as well. These organizations will address many of the thoughts, questions and concerns you'll inevitably have as well as many you haven't anticipated yet. See the source box for some relevant links.
Research, research, research – this cannot be stressed enough. Read as much as you can about the industry.
* Jewelry Making for Fun & Profit: Make Money Doing What You Love! by Lynda Musante, Maria Nerius
There are plenty of free informational resources out there. Check the source box for links to articles.
Hope that helps! I wish you much success & happiness in all your ventures!

You have your regular issues with startups: meaning, mantra, business model, etc. (one person I respect summarizes it into getting the right product at the right time with the right connections).
On top of that, there's going to be some insurance issues. There will be security and policy stuff you need to have down for that.
Also, I believe there are some issues with gemologists and jewelers: licensing issues. This last part is a credibility thing only, however (I believe).
From what little I know about things, the security issues are actually quite important. For this reason, a lot of the newer jewelers in the Salt Lake area locate in secured building where they have cameras and a guard before anyone gets in. About 200 or more wholesale jewlers work out of this building.
Good luck
