ON MY COMPUTER IF YOU PRESS SHIFT FOR LONGER THAN FIVE SECONDS THAN STICKY KEYS TURNS ON AND CAUSES THE SHIFT TO STAY ON EVEN IF YOU ARE NOT PRESSING THE BUTTON THATS WHY ALL MY WORDS ARE IN CAPS>

You can turn it off again by pressing the SHIFT key 5 times.
You should probably turn off the accessibility features though, since it sounds like they're more of a hindrance than a help. To do this, open your control panel (via Start/Settings/Control Panel) and choose the "accessibility" option.

A) Don't press shift longer than 5 seconds.
B) Turn sticky keys off:
press "shift" 5 times in a row

when this happens click settings then click on sticky keysettings
then uncheck the use shortcut box...
can also turn the thing off by not holding down your shift key or in the frist settings box uncheck use stickykeys...

you might need to clean your keyboard. The "thing" that makes it bounce back might be clogged up and keeps it from bouncing back...if you dont know how to clean keyboard better buy a new one.
