First info on how to get from Narita Airport to TKY:
Narita express: the fastest way into the city (says 53 min but usually takes a little over an hour.) Costs a little over JPY 3,000 (US$ 26)
Good: gets you to major train stations (Tokyo / Shinjuku / Shinagawa / Yokohama) / pretty much the fastest way to get you into the city
Bad: while all trains go to Tokyo, some of the trains do not go stations like Shinjuku and Shinagawa / also probably the most expensive

Keisei liner: site says 71 min (probably a little longer). At JPY 1,920 (US$ 17), definitely the most inexpensive "express" train to get into the city.
Good: cheapest
Bad: only goes to train stations, Ueno and Nippori

Airport Limosuine: depends on location but cost should be around JPY 3,000. These buses take you door-to-door to most of the major hotels in Tokyo
Good: door-to-door, takes the hassle out of changing trains etc.
Bad: traffic can take an hour bus ride and turn it into a 2-3 hour mess

Now one thing that most people don't get is that Tokyo is both an area, city and train station. Look at the following subway map of the greater Tokyo area:

The Tokyo listed on the bottom right side of the map is just the station and while there is stuff there, it is probably not the best use of your time if you only have 24 hours.
So some suggestions (this is all based on train stations on the above map):
Young hip areas: Shibuya / Harajuku / Omotesando
Traditional, older areas: Asakusa / Ueno
Night life: Roppongi / Shibuya / Shinjuku / Akasaka
Shopping: Ginza / Shibuya
If you are looking for areas with a higher population of foreigners go to Roppongi / Azabu Juban. Some things to try: real ramen / yakitori (bbq chicken) / karaoke / experiencing the craziness that is Shibuya / trying your luck on a crowded subway during rush hour / waking up at 4-5a and going to the fish-vegetable market at Tsukiji and getting sushi for breakfast thereafter.

There is a train to Tokyo. It is called the Narita Express and leaves about every half hour, right from the lower level of the air terminal. It is not the cheapest, but it is the quickest. It takes about an hour.
The slowest way will be by regular bus. It will take you probably half a day to get to Tokyo. I would not recommend it.

Narita International Airport is an international airport located in Narita, Chiba, Japan, in the eastern portion of the Greater Tokyo Area.
I recomend the train, because you don't have a lot of time, and for the ground transportation delays could occur due to traffic and weather conditions.
Narita Express trains and Keisei Skyliner trains connect Narita to central Tokyo in approximately 53 minutes to 70 minutes (depending on the time of departure).
All seating on the trains is reserved. Tickets can be purchased from agents in the arrivals hall of each terminal and from automatic ticket vending machines.

The cheapest train would be the Keisei local train. It only takes about 20 minutes more to Nishi-Nippori than the Skyliner, but costs about half.

There is a train station under the tarminal building.
One line is Keisei and the other is JR(Japan Railway).
Keisei Skyliner is cheeper.
It depends where you wish to get in Tokyo.
