I have a cd/dvd burner, but I'm not sure what else I need to burn an image to the cover of a blank cd/dvd

as the other answerer said you need a printer or either a special DVD burner that can burn to special discs a graphic image. you can use Nero to design, print or burn the images on a windows xp system.
one disk system is called "LightScribe" direct disc labelling. and i think it was and or is licenced by hp.
however there is a comparable system on the market.
as well as the special media for a standard ink-jet or laser printer, see your local office supply store or stationers.
so in other words your disc drive needs to be LightScribe or similar enabled to allow the direct laser etching onto the disc.

I have a program called "Afterburner." It was about $9-10 and came with a sample of labels. You design your labels, then print. For CDs, there were two to a page. You feed them just as you would any other labels. The instructions will tell you how to add a graphic or image.

if its lightscribe get lightscribe media and program like surething or nero that supports lightscribe. if not lightscribe you need any label making program. most burning software has that already.

You have to have a printer that can do that.
