The U.S. Government under the Constitution began in New York City on March 4, 1789. In 1790 it came to Philadelphia, the result of a compromise whereby Southern congressmen agreed to support Secretary of the Treasury Alexander Hamilton's financial proposals in return for locating a permanent capital somewhere on the banks of the Potomac River. Philadelphia was named temporary capital while the new Federal city was being prepared.

In 1880, Philadelphia ceased to be in capital and gave the honor to Washington, DC. Hope this helps

There was no capitol until 1776 when the Declaration of Independence was issued. The Constitution was ratified about ten years later. Prior to that there were the future USA was 13 British colonies situated along the Atlantic Coast. The first capitol was in Philadelphia and later moved to the District of Columbia which was created in the middle of the 13 original states.
