I am not sure specifically what you are looking for, but with what little info you gave, here goes:

If this is familiy or friends, and they have a laptop computer with them, you can set up a blog, and ask them to post messages whenever they can.

If people are going by public transportation, you can track the route.

But if you are asking if people can just be tracked online by anyone, on in general, I would say no, unless utilizing GPS technology, in which case it would be specific to that person or vehicle, and the person doing the tracking.
