95% of the time the wrestling company gives them a character. Even legends like Harley race, Dusty Rhodes & Ric Flair had to either tweak or change their characters once they where in Wwf/e

it's mostly the promoters. if vince comes up to u and says,"i want u to be a heel." u can't really say," no vince, i want to be a face." if u refuse the promoter, most likley, u will be fired. so the promoter 99% of the time gives the person the character.

most of them are allowed to create the character.stoned cold got to say whatever he wanted-- i'm sure alot of them do.now heel or face is decided by the head people.they always listen to the opinions of the wrestlers. goldberg walked because he wanted to write all of his stuff,and that was a no-no.
