i really wanted my cartilage pierced a while back so i was passing piercing pogada one day and asked my mom and she said yes. i did it without doing any research and now i have regrets about using the gun and stuff. also i dont even like where the piercing lies its too far in the middle of my ear. when i got this done i was being stupid and not doing and research b4 hand and plus i didnt even check to make sure where i wanted it. my question is can i reverse this? can i close the hole as good as possible and repierce with a NEEDLE at a PROFFESSIONAL tattoo parlor? will this work? do you know of any parlors around vallejo, ca ?

Yes you can!
Just make sure that there is no infection first.
You may have slight cartilage damage because when you get pierced with the gun, it can damage the cartilage.

After its all healed, go to a professional piercer and get it done with a needle and proper jewelry.
Unfortunately I cant tell you of any piercing shops in your area, but check out this website, it will tell you what to look for in a good clean shop.(they must have an autoclave!)
