Yes, provided you have a phone hooked into the wall, a phone service, and the 1 and 9 buttons on your phone work. If you think there's an emergency, you can always call 911, even if you think you're overreacting.

yes you can call 9-1-1...if you have an emergency.
if you are playing on the phone, You need to know that I have enhanced 9-1-1 and your number, name and address will come up on my screen.....so don't be surprised if the police show up on your doorstep.
ohh and if you are calling on your cell phone---what will pop up on my screen is your phone number, carrier and the cell tower it is hitting. It may take me about twenty minutes to fax the request to your carrier but don't be surprised if the police show up at your door LOL!

I dont think you can on yahoo's phone service through yahoo messenger...
if something is really an emergency yes call...
if your joking however, its better to write them a letter.

ummmm, do you have an emergency? If not an you call and they respond... then you could be taking them away from someone who really needs them. but sure go ahead, but you will get a bill, and it is considered a crime.
