rock is #1, just because of his combination of mic skills AND wrestling ability. people loved him, face or heel. hart is #2. he was great, but got screwed and ended his career badly. hogan is #3, most would get pissed by that, but he's not a great talent, he was just the ultimate babyface and you couldn't hate the guy. #4 is jericho, the first ever undisputed champion. #5 is triple h, the 10-time champion, who, if he hadn't gotten in bed with stephanie, woulda been four-or-five-time champion. #6 is undertaker, just because he can electrify a crowd in virtually any persona, and has the skills to back it up, even as one more silent. benoit wrestled everywhere and was successful everywhere- ecw, wcw, wwe, etc. he earns #7. #8 is old school - savage was a great wrestler and contested with hogan for a long time. #9 is michaels, who was great with the original D-Generation X and many of his feuds are unforgettable, though some of his conduct was reprehensible. #10 is stone cold, who, along with the rock, changed the face of sports entertainment.
notables :
angle - mr. #11, an olympic gold medalist, but he can't really portray a heel well enough. if he could, he'd be higher. similar problem with hogan.
foley- just off the list as well. rock n sock connection was a great tag team though, but the hardcore legend has a little too much competition at the top.
flair - his wrestling skills are worse than cena's (or so its been said), but he's been in the business awhile and knows the ropes. not good enough for the top 10.
lashley- far off, but a brutal powerhouse of an amateur wrestler that may prove to have talent
cena- i know i know, people think he sucks, but, his mic skills rating is #2 (behind rocky) and he can portray face or heel. he also can pull out other moves besides his traditionals if necessary.
kane - need i say more?

Your list is ok in my opinion. I find that neither the Rock or Hulk Hogan are that good of wrestlers so I wouldn't add them to mine.
