They would likely both work on the issue and the President sworn in would pick up from there. They may even call in other expresidents .

It would be whoever is President at the moment. Also, it's just the Sears Tower, no trade center. A presidents term is 4 years unless re-elected for a second 4 year term and that can only happen once.

Sears Tower possibly?? The acting president would be responsible for the actions taking place in the catastrophe. In the case we have not a president, congress would institute martial law, taking control of the armed forces.

Despite the rambling and misspelled words, I get your drift.
the new president would take his oath just as he is scheduled to do, date time place etc....
If it has not happened yet , the old president takes over till the new president takes the oath then the new president would start making the decisions. Tough situation, but the old president would have to turn over the job!

Doesn't matter anyway. The emergency services kick in locally, along with investigative services. By "during" I assume you mean Inauguration Day, in which case the inauguration of the new president would take place normally.
