Could be a fuel injector if it is an EFI motor. You could try an Injector cleaner (Wynns or similar), but it would be better to take the injectors out and have them cleaned properly. If you have a carburetor model, the float level may be too high but this would be rather unusual unless someone has recently had a play with it.

If the check engine light is on, start by pulling the code. More than likely it is a sensor, such as MAP or MAF sensor. As far as it running rich, it could also be a bad pressure regulator, or a fuel injector that's sticking open.

Bad MAP sensor will do this. I'd try that first. Good luck.

My first guess would be a bad oxygen sensor.
