I tried the emergency support code and it says I'm not in need of emergency support. Do i need to find the thing in the water first or what? please help me out here

Then you swim and get more items that were in the dark before. Then the dumb bird knock the backpack in the water and you have to get that too.

It doesn't work until you dive, pick up the items, have your backpack put into the water by the seagull and then you retrieve it. Try the code then and it will work.
