It's an offroad vehicle and I have heard that some people use them. I am just trying to figure out why.

If your Jeep is for OF ROAD use, and a manual transmission, then when you are crawling or rock jumping, you can use the hand throttle to keep your engine speed up and still be able to use your brakes and clutch.
Unless you have three legs, this is a pretty useful feature.
