I and many of my friends have noted this phenomenon ... external voices audible with TV, radio and even live events. Other people notice it, too, including on-air announcers and presenters. The background noise of airconditioning or crowds seem to be good carriers. Voices seem to come in a range of pitches, from high to low... generally "just out there", in the near distance. Some of the common phrases, easy to pick out, seem to be: "Beautiful!", "Miracle!", "Powerful!", "a Buddha!" ... "He hit me!" Strange, but true.

Also ... when actively listening to broadcast or voices of people in person, you can hear sort of echo or "double" of the person's voice - often seemingly louder than the voice itself, and just preceding or following it.

The human mind is constantly bombarded with thousands of stimulus every hour, which it sorts, classifies, and files as it strives to make sense of the surrounding world. A great example of this is cloud watching. At first all you see are fluffy puffs of fog, but after a while images begin to appear. This one reminds you of the outline of a sailing ship, that one a bunny rabbit. Over there is a dragon. Clairaudient events are the listening equivalent.
Some one should research this using a taped random noise played to several people of different races, backgrounds, and training to see what different words they would hear.

did you see the movie "White Noise" ? It's subject matter is precisely what you are talking about. Rent it now maybe you will understand a little more.
