If I was halfway across the world [say in Iraq] at 8:00 pm. , and I jumped on a real fast plane that got me back to [say New York] at 4:00 Pm eastern time ,would I have went back in time?[Iraq is 8 hrs. ahead of us]

No, actually, you just traveled in near-zero time, it is still the same time you left, you have only accomplished saving some daylight by traveling faster than the world spins.

No. If it is 8 pm in Iraq, then it is 12:00 NOON in New York. If you don't arrive until 4:00 PM, it took you 4 hours to make the trip. FAst, but not time travel

Why can’t you increase your speed still faster so that you can go round the world and reach Iraq again at 8.P.M and check whether you have gone back in time or time stand still or time is moving?

You can change time back and forth by traveling by plane at different longitudinal time.And if you go back and forth you have neuralized the time zones to zero. Universal time on earth only change by very small increments However your aging process remains the same.

Um, no. Whatever was happening in NY at 4P.M. would still be happening in IRAQ at whateverP.M. - it'd just be darker out in IRAQ.
