Something to think about - just in case you ended up losing the friendship in the process of pursuing the romance, would you think it was worth it?
Anyways, I'd offer two suggestions. If you're brave, just be direct: come right out and tell him. Make sure it's clear that there's no pressure bc that could make for an awkward situation. If anything, you could just tell him your feelings and then let the conversation drift elsewhere, so it gives him time to think about it without putting him on the spot.
Or, what I would do is just hint subtly and be perceptive about his responses. For example, if you lean toward him when you're sitting together, does he pull away or does he sort of lean in towards you too? Does he seem protective of you when other guys are around? Does he blatantly check out other girls when you're together? Do mutual friends notice any spark between you two? Usually it's pretty easy to tell whether a guy is into someone - at a younger age, sometimes the guy himself isn't fully aware that he's into someone, but other people can still pick up on it.
So I guess to sum up, you can be direct, or you could be chicken (like me) and try to find out his feelings without having to expose yours first. Either way is fine, it just depends on what you prefer. The chicken method is lower risk; however, there's also that saying that with great risk comes great rewards.

If it's too hard to just walk up to him & let him know, write him a letter. I know you'll probably get this suggestion a lot, but really. Tell him about the way you feel & that if he doesn't feel that way & wants to stay just friends, to just say so, but that you had to ask & had to know how he felt about it, because if you didn't, you would always wonder, what if? & you don't wanna be like that! Sit him down somewhere and say we have been friends for a long time. We know what each other like and dont like. But i like to take this a step further and be more than best friends. Can we possible go on a date. You never know he could be into you and just as scared as you. So be the brave one for he gets away.

have some deep talks with him. hold his eyes for a while..smile at him a lot, you'll start blushing and he will smile back if he likes you. you might start to stumble around words some. then one day just come out and say, i think you're really cool, id like to go out and see how it works..

talk to your friend, tell him how you feel. let him feel comfortable around you. Ask him how he feels about you.
