Please give the more details about your machine. You can increase the performance by increasing the RAM. Check for the frequency multiplication option in the BIOS setup.

Depending on the system board, you might be able to replace the processor with a slightly faster one (assuming you can find one that old still for sale). But the increase would probably not be worth the price.
Recommend that you invest in more RAM memory instead. It is cheaper and will speed up your PC because it will reduce the amount of time it has to spend accessing the hard drive, which is the slowest thing on a computer.
If you are not sure what memory you need, check the documentation that came with the PC or the manufacturer's web site.

No. The only thing you can do is overclock the processor, this won't give you much more, but it can be done.
Short of that, you can replace the CPU if your motherboard will allow it.
By the way, what's wrong with 1.4 Gb?
That's plenty fast unless your a power gamer or have 20 apps running at the same time.

Buy a new CPU chip... which might require you to buy a new motherboard as well. Of course, then you need to make sure all of your old hardware matches the new motherboard. If you know nothing about computers, then it's probably better to just buy a new one and save yourself the trouble of hurting your tiny brain.

You may be able to overclock it a bit, depending on your motherboard. If done right, you'll get more speed. If done wrong, you'll melt your board. First thing to do is find out what motherboard you have in there, if you don't know already. There's tons of info about overclocking on the internet.

You can overclock it. But I don't recommend it. If you don't know what you're doing, you risk frying the CPU.
