I honestly didn't know they were...usually shy people try real hard not to stand out or call attention to themselves. I don't care where you go; I guess there will always be someone that has a need to feel important at another person's expense. The world is full of very mean, insecure people...we call them "bullies." They can always spot someone to pick on. I guess the only thing you can do is try to build up your self confidence...maybe take a self-defense class or something...and surround yourself with people who appreciate you just as you are.

A shy person is less likely to fight back than a normal person. Most shy people are quiet, reserved, and passive. So, since they are shy and uncomfortable with talking to others anyway, they are even less likely to respond when criticized.
So, who's a better target? The confident popular kid who will probably insult the mean person in return or the shy kid who is so reluctant to talk to people or so concerned about how others will perceive them?

If you are shy, then you are probably quite sensitive as well. In that case, maybe you just perceive that others are being mean to you. Just try to adopt the attitude that you don't care what others think about you and you'll be better off.

I was very shy in school. One day, near graduation from high school, one of the boys who had tormented me for years began to talk with me and after awhile he said, 'Wow, you aren't stuck up at all!' I was confused and asked him what he meant. He said that all of those years my school mates took my shyness as snobbery! That shocked me and made me feel as if I had wasted my whole life to that point.
I learned to not be so shy after that. But I was able to see how shyness could be taken for snobbyness.

Shyness equals low self esteem.
If you show your weakness some people will take advantage of it.

Often shy people are viewed and stuck-up or arrogant. those who feel that way try to make themselves feel better about their own lack of superiority by making fun of them. Others are simply too ignorant and wussy to fight people that will fight back.

Because they have low self esteem, and thus, pick on the target that is likely to make them look strongest, i.e. put up the least fight. They look so foolish. Nonviolence rules!

insecurity, need to show how tough they are, boredom, stupidity, vanity, fear... you name it. I don't believe there's a definitive answer... but also notice that shy people are easy targets because they rarely answer back. that's mean but true.
