I can answer from experience - thought processing in some people is slower due to mental illnesses, etc., and so they are more cautious in their driving and they approach the light and the process says its a stop light so they stop and the time lapse that says its already green just takes that long for them to go ahead and go. If you don't have this problem, count your blessings, because for those of us who do, it is frustrating and when others honk and flip us off, it is even more frustrating. But we know that we have to keep getting out or we become agoraphobic and that is even worse for us. So, next time you encounter this, maybe you will remember that for some of us our thought processing just takes a few seconds more than yours does.
