it's such a cliche quote that no one believes it anymore. it's now classified as corny and unrealistic. i can kinda understand why, since the first impression you make on people is how you look on the outside, and appearances DO matter. it's a really unrealistic quote, so no one uses it anymore.

The quote is "It doesn't matter what you look like on the outside. It's what you are on the inside that counts." It means that no matter how beautiful or good looking or handsome you may be, if you are not a good, loving, kind and caring person, then the other stuff doesn't mean anything.
For instance you may meet someone who is not attractive and you may think "Yuck that person looks awful. I do not like him and I don't want to know him." But instead you find that you actually begin to like the person after all because he or she turns out to have a very pleasant personality. In the end, it is who that person is on the inside and not what he look like on the outside that counts. This is not a figure of speech. I think it is called an idiom but I am not sure of that.

It is poorly and not correctly quoted, and that may qualify as dumb, but I do not think so.

It is merely a cliche, but an accurate one, as superficial qualities are far less important than more intangible ones.

No it's not. Alot of people are so fake on appearance, they only look at the outside and not the inside.

If you don't like it, nothing anyone can do about it, but you will just come off as vain and shallow to others. I don't want to seem shallow or mean, it's just my observation from the way you phrased the question. BTW, would have helped if you proof read it before you posted it.

Well maybe if you could put it in grammatically correct terms it wouldn't be dumb or annoying!

Don't judge a book by its cover.
is a close enough saying (aphorism),
that you may prefer.
