If you got into a fight something could pop out quicker in a tiny top then a reg. top.
Someone could pull it down. Girls are young and they don't watch their clothing like a adult does. It takes years to learn to wear clothes right and keep yourself covered.
We couldn't wear off the shoulder tops in the 80's so deal with it....lol
I'm still mad about that!!!!!
barbaradjt you are right I think that is true cause in JR our shirts were long and when I got in high school our uniform bottoms were short as everything. I remember that. showing our tails to everyone. it's not right.

All the answers are good, but the main reason is it tends to distract young males from their studies which is the reason for school in the first place. It really takes very little encouragement to distract a young male.

They are kind of flimsy and could break. Something could get out. I don't think it's really about the shoulder at all.

how many spaghetti strap shirts have you seen that arent just a little bit revealing in the cleavage area? most of them i see are way more than a little.

like they said before.. it's just the fact of drawing a line somewhere. it's not a big deal, really.. but what's the point? they keep it cool in there, so it's not too hot for clothes... it's a method of exercising control.
