How did the USA have a capital in 1720 when it was still a colony of England?

But I believe Philadelphia was the capital?

You might want to rephrase your question to ask the capital of the USA from 1776-1800. The original 13 colonies didn't declare independence as a sovereign nation; the USA, until July 4, 1776. Also the US Constitution wasn't ratified until 1789 completing the transformation of all 13 colonies into one United States.

However, the answer is of course, Philadelphia.

There was no capitol until the constitution was written. Philly is where the government was formed, but from teh adoption of the contitution the capitol was Washington DC, but the government was not in seat there at first, but it was the capitol.

i don't know i don't think ther was one as far as i know i know that district of columbia was voted in by congress in 1791 and set into place in 1800
