A lot of college engineering classes do, to compete in robot games, the Battlebots people of course(if that show is still on), you can get small robots to build at some larger toy stores and at Radio Shack, the little sweeper bots and vacuum bots available at stores all over.

I don't think anyone builds robots for non-commercial use... Unless you mean the little Honda robot that's supposed to clean your house and stuff. There's a robot called the QRIO that Sony designed, but I don't believe they're selling it.
