There are a few places in downtown St Helena that are around that price. Most have pretty good food, so it's just a matter of picking one that looks the best and going with it.

Another option, depending on what you are doing in Napa, would be to buy a fresh sandwich at Oakville Grocery or even the Safeway (It's a street over from downtown St. Helena) and take it out to one of the wineries. Buy a bottle of wine and enjoy a nice picnic lunch.

V Sattui Winery right on Hiway 29 in St Helena has a deli with all kinds of cheeses and gourmet goodies. They encourage picnicing on the grounds, and have excellent wines as well. You could feast like kings for twenty bucks a person.

However I always suggest the Deli and picnic grounds at
VSattui winery.
The Deli serves a wide variety of sandwiches, appetizers, delicious cheeses and desserts
Also, don't forget a bottle of Sattui wine to cap off your meal
