its very simple...a milligram is a submultiple of the gram. It is how it works in the IS of units, and because its simplicity most countries uses it

hecto (x100)
deca (x10)
UNIT
deci (x0.1)
centi (x0.01)
mili (x0.001)

so 1 gram is equal to 1000 milligrams
