Tell him how you care about him and for the 2 kids. Your kids really want a true father not someone that could call a boyfriends. First of all I always should think about my kids first and how their feeling

Well, if deep down you care, your feelings probably aren't going to change
Let your bf know how you feel and how important marriage would be to you. He may not even know how you really feel about it, that it really bothers you.
It really doesn't matter what other people think about marriage, it matters what you think about it for you!

Tell him how much you love him, your children and your life together, but you want to make it an official family. If he doesn't understand, do everything you can to make him understand.
