No. And I don't know about Texas leaving the union, but it does have the right to split into 5 states if it should wish.

Article IV Section 3 of the Constitution:

New states may be admitted by the Congress into this union; but no new states shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states, without the consent of the legislatures of the states concerned as well as of the Congress.

The general procedure is that the admission must be approved both by the legislature of the new state, and by Congress.

no, as a matter of fact, Texas as the legal right to secede from the union to form its own country.
