I'd say they'd be about as smart as the average 2 to 4 year old human child.

As smart as a chimpanzee (which is what they are) and getting smarter all the time, or at least or perception of how smart they are is becoming more accurate.

Smarter than us, I'd say. They have avoided inventing a way annihilate each other and the environment too.
