It depends on what/where the tan lines are and also how pale your skin is normally.
IMO, tan lines from bikini's are hot, especially if they serve to highlight or draw attention to your bodies natural curves and especially if they enhance them.. Also, the paler your skin, the hotter the tan lines look.

gotta have at least one tan line for comparison - if I tan I usually tan topless and leave bottoms on for the line.

no tan line is MUCH better. if you've got pale skin, the color difference is too much and just looks tacky.
also, no tan line means you let your freak flag fly and lay out naked or with a small bikini.
