It's a freeware graphics program. You can delete it if you'd like, but it doesn't sound harmful. Here's a review:

DO NOT delete it - if you don't want it, UNINSTALL it.
However, it is a great image editor and is totally free. If you don't have an image editor [as opposed to a mere image viewer], you should keep it. 30 mb is nothing, but the program itself is only about 7-8 mb, so probably the program folder has stuff in it like pics. And it sure can come in very handy, indeed.
Never delete installed programs - they must be uninstalled, either from the uninstall feature a program may offer on its shortcut in All Programs, or from Control Panel, Add/Remove.

Its actually used to view websites. It is something that probably came up if your cousin was playing games/searching the internet.
Go to start, control panel, add or remove programs, go down to irfanview and click change/remove
you dont need it on your computer

The viewer that comes with XP is better, but if you're using an older OS then Irfanview is a fine image viewer.

Actually it is something for photos. Have you ever tried to download one of your photos for a website and it said it was too large? Well this program helps to resize photos among other things you can do with it. And it is harmless.

it is just a graphic viewing program i downloaded it at work when i was unable to view a file sent to me by a customer.. it's harmless but yes you can uninstall it if you want

30 Mb? Unless your cousin saved pictures within the same folder, the entire folder should only be around 10Mb.
