I just got a new laptop and its got a keypad. when i restart the computer its default is off. can i make the default to have the num pad always on?

There's a setting in the bios for that. Just hit the key that the screen says when you first turn it on. My laptop it's F2. Some it's the delete key.

You can change this in the registry if you want to.

Yes, you can.. when the puter is starting up, go into Setup and find the area wherein it is located and check or mark the box that says NumLock On..
