Do a mission, even a submission like Zero's RC shop, & then
go back to Barbara's place she'll be spawned there!
(I personally have tried this on Michelle, the car-mad girl.)

Nope, once one of the chicks are dead...thats it, she's gone.
If one of the girls dump you...thats it, she's gone.
You have to restart the game ALL over again to get another shot at her. There are no cheats or anything like that that would bring her back.
